Can someone smarter than me, tell me why the total on the Rays/Cubs game is 7? Is wind blowing that hard in to Wrigley?

Starters:
TB - Odorizzi (7-9, 4.09 ERA)
CHC - Jackson (6-11, 5.66 ERA)
