I'm not worried about you getting the "static" shock, you just dont want to short out any components on the motherboard! If you have static electricity on you, and touch a metal object/ground, you will release the static. Therefore, if you touch the rear of the case, metal part, where all the connectors plug in/ thats a ground!
You should have the computer disconnected from the a/c power source, so you are not gonna catch 110volts.
Like I stated earlier, if you can find the information in the forum of the site you posted, you can fix it yourself!

as long as you didn't disassemble any electronic components, you can still plug it in, to check and see if it will power up, as long as you are not working on a metal table.
Covers can be off, but all the hardware needs to be connected. Stand it on its side like an open book, plug the power cable in, and hit the power button.
If nothing happens, then go back and look for the fuse.
If you cant figure it out, pull the hdd, and put it into your other laptop or desktop, so you can retrieve your info!
I wouldn't send it in for repair, unless you know someone!
